v       Idaho Parks and Recs Grant Workshops:

Diana Gregg and Dawn Tillson will be attending a workshop.

v       Play Trail Maps:

Working on; the National OHV objective

Roy and Judy Mills have started a master map – anyone may submit routes and is encouraged to join PLAY. Tonya has a copy of the master and a list going at the lodge.

 

v       Elk River Trail Support Stickers:

Continuous fundraiser for Elk River Outdoor Recreation Club Fund.

This item was tabled until we talk to more vendors and make sure this will be widely supported before purchasing the stickers.

 

v       501c3:

Voted to approve payment of the $500.00 application fee.

Tonya will find out what their distribution area is and draft the ad- no business listings only – our outdoor recreation opportunities and contact information for RAC

v       Northwest Foundation Grant deadline is Feb. 15th 2007

v       Downtown Revitalization Project

Chris presented the guidelines for obtaining this grant- We must be able to readily document

Barriers that inhibit people from using the area and a document able need for area residents/businesses.

We brainstormed and came up with the following as meeting these criteria:

Public Restrooms

Street Lighting

Garbage (lack of cans, pick up etc….)

 

Public Health and Public Safety will be easily documented we can show the impact of lack of restrooms has on businesses and residents who allow use of their personal facilities during community celebration months by recording the water usage.

 

We must try to talk to the City of Elk River and/or the Rec District about flush toilets

We must contact the County Commissioners office and find out about garbage

 

v       We defined our “downtown”

Front Street; First St; Second St – Between Taft St and Mill St to Include Main St. from Front to Second ( Including City hall/Community Center)

 

v       Tonya will provide Web Stats to show the effectiveness of our online advertising.

TONYA DELPHOUS – WE WERE FILED AS A NON- PROFIT CORPORATION WITH THE IDAHO SECRETARY OF STATE; JAN 19, 2006; AS THE ELK RIVER RAC (REGIONAL ACTION CORPORATION) AND THE PAPERWORK IS ALMOST COMPLETE TO SUBMIT FOR OUR FEDERAL TAX EXEMPT STATUS (501 C 3).

-THERE WAS A QUORUM IN ATTENDANCE AT THIS MEETING AND THE BOARD CARRIED A MOTION TO ACCEPT OUR BYLAWS.

All of the communities in region 2 reported on their Challenges, Accomplishments and Goals. Very informative - gathered many contact names, numbers and email addresses. below is a copy of Elk River’s Report.

I have these packets available and invitations/flyers for The Wild Game Feed – We need as many people to be in attendance as physically possible --- We also need dishes made for the Feed – They do not all have to be wild game dishes – need desserts and side dishes, salads, etc…. Please call or stop by the Lodge to sign up. I will need some people to help set up at the community center that Saturday April 8th in the afternoon before the Feed. REPORT

Elk River’s biggest challenge by far is sustaining local capacity—we have fewer than 100 full time residents and in June we will have only 8 full time children (with one more on the way) and 25% of our population is over the age of 65.

Elk River is somewhat displaced you might say. For example - Our children do not attend school in our city or even in our own county and Our Ambulance service can not transport to our county hospital because of the transport time. So in essence - much of our spending and tax dollars are not being put back into our own community.

Geographically we have some major issues to confront without sacrificing that which entices people to this area.

Even with these challenges in front of us -- our Community Participation is overwhelming!

There are approximately 20 people who actively work on the RAC/GEM Team. That is over 20% of our population. And there is very close to 100% Participation in some form of community service, business or organization in Elk River. These numbers reflect the Pride we have in our City.

In the past year we have obtained GEM Community Status & completed the Horizon’s Leadership Training Program. With these accomplishments a momentum has been gained that has impacted our community in many positive ways.- here are just a few:

Elk River’s Kiosk project is moving along at a rapid rate with ground breaking scheduled for this summer.

Our application was approved for The Elk River Back Country Byway last September; and we have received an additional Grant for interpretive signage that will be placed along the byway –from Orofino via Dent Rd to Elk River; and continuing on Hwy 8 to Bovill.

The kids worked with City Council on their own to establish a Youth Center where they can meet twice a week, have monthly dances and are hosting a Youth Karaoke Contest on May 13th.

The Elk River Free Library received a grant to automate & now offers our "Dial up only" community High Speed Internet Access on their patron computers via satellite.

We started our own 4-Wheeler Club, all are active members of P.L.A.Y.; Public Land Access Year-round; an organization that addresses issues pertaining to ATV Laws at the appropriate levels; helping to sustain our way of life in Elk River.

In January we were filed with the State as a non profit organization Elk River Regional Action Corporation and are in the process of applying for Federal 501c3 Status. We will be a grant giving entity, utilizing barrier funds received from the Northwest Foundation, dedicated to providing a higher quality of life through service, education and information.

Residents, visitors and business owners alike have All focused on aggressively promoting Recreation and Tourism in our area.

In the last year we have developed new and strong relationships with such entities as—

The Fish & Game Dept., Forest Service, Potlatch Corporation, North Central Idaho Travel Assoc, Clearwater County Economic Development and many more; BUT……. we are not finished yet!!!

Our immediate goal will be carried out on April 8th – In the form of a Wild Game Feed where all community members and neighbors are invited to attend. We will eat until we can eat no more and then get to work setting up a One – Year Plan for our GEM Community.

We will utilize our Community Action Plan which was developed during the Horizon’s Program, and those in attendance will decide which projects are priorities then establish planning and action committees to accomplish these goals as a Community.

 

And my closing comments come from the GEM Team, RAC, and entire City Of Elk River, We would like to thank CCED, The U of I, Chris Kuykendall, Ken Cohen and Lorie Higgins; Your assistance has been paramount in all that we have done and all we strive to accomplish. The education and technical information that has been put in the reach of our community is invaluable. With your help our Dreams will become our Reality.

VISTA VOLUNTEER - We discussed that instead of paying a volunteer (for many reasons) we would continue with Tonya acting as "secretary" and that I need to keep track of time, hours, mileage, etc…. involved with serving RAC. And that the items needed to conduct daily business would be taken from the RAC account for office supplies, etc…. And that our money would be well spent for a grant writer and we would stay in touch with the other communities and "share" professionals.

Scenic Byway update: ITD is trying to get the wayfinding signs up ASAP

Judy was notified that the GEM community sign was in a bad way as you come into town from Orofino -- Wayne Nordin said he would go out and fix it.
